Mark E. Dabulskis
was hired as general
labor in March of
1985. His drive to
excel and
especially
rapid comprehension
of what it takes to
get the job done
propelled his
responsibilities
upward in the
company and he was
managing complex
construction jobs by
the time he was 25.
He has been a
hands-on owner of
the company since
2000. He manages
complex
telecommunication
plant construction
projects from start
to finish. He has
considerable
experience working
with RUS projects.
He manages multiple
projects, and
handles
subcontractor
negotiations and
project
administration. His
current duties
include estimating,
customer relations,
quality control and
business
development.
Learning from the
ground up has given
Mark high
expectations for his
crews, and he takes
pride in a job well
done. His thorough
attention to detail
once had the
supervisor’s at
Qwest stymied. In
observing the job
progress, one
supervisor mentioned
that she was worried
that the job would
not be completed
within the deadline.
When the inspector
told her that we
were all ready 75%
done, she exclaimed
“You can’t even tell
they’ve even been

ZoAnne started
working for us in
2007 after working
25 years in the
financial industry
as a bank manager.
She quickly learned
the general office
duties and then
expanded her
influence to include
all of our HR,
Safety, and IT
needs.
ZoAnne
manages incoming
inquiries, then
coordinates and
works closely with
the estimators to
get the excavation
projects ready to
go. Her current
duties include
material
procurement,
subcontracts, and
ODOT and OSHA
compliance. |

"Please accept this letter on
behalf of the Oregon Department
of Forestry (ODF), Astoria
District to be used as a letter
of recommendation for the
outstanding work that Van Dorn
Enterprises, Inc. has conducted
on ODF ownership associated with
the Qwest underground fiber
optic installation project.
This project installed
underground fiber optic across
approximately 6.5 miles of
forestland, primarily on ODF
ownership. The line was
installed in the ditchlines,
alongside forest roads, and
underneath or around existing
culverts and drainage
structures. Installation
methods included plowing, direct
bury, and horizontal directional
boring.
The project began in mid
November 2010 and the
installation, interim clean-up,
winterization, and road
maintenance work was completed
by early February, 2011.
Van Dorn Enterprises
efficiently and effectively
completed work on this project
amidst many challenges that were
presented. These
challenges included extreme
weather conditions consisting of
extended periods of heavy rain,
several snow accumulations and
subsequent melting periods, and
freeze/thaw events. Varying
terrain challenges included
steep grades, narrow roads,
steep cutbanks, multiple stream
crossings, avoidance of
underground power lines, and
coordinating work around active
log hauling operations, and use
of the forest roads by the
public traffic.
Presented with all of these
challenges, Van Dorn Enterprises
completed their work while
protecting and minimizing damage
to forest resources and roads;
operating safely, and
accommodating ODF log-hauling
and public use of the State
Forest.
Van Dorn Enterprises took
proactive steps and exhibited
initiative and good
communication by coordinating
work with logging contractors,
and collaborating with ODF and
Qwest to overcome site-specific
issues as they arose. Van
Dorn Enterprises chose to
utilize horizontal directional
boring more extensively than
originally planned in several
locations on their own, to adapt
to the weather conditions and
minimize potential for road
damage or impacts to forest
resources and water quality.
In addition, potential runoff
into live streams was
continually monitored and Van
Dorn Enterprises installed ditch
filters on their own to prevent
sediment delivery into waters of
the State.
I have enjoyed working with
Van Dorn Enterprises on this
project and look forward to
working with them again in the
future. I would offer Van
Dorn Enterprises my
recommendation for future
projects and would be happy to
answer any questions regarding
their work on ODF ownership.
